To the Editor:

I am writing to concur with John Tory's letter about the USC raising the pay for the president and the vice-presidents. I actually agree with Mr. Tory but for different reasons.

For one, there is an enormous bureaucracy surrounding the USC that foils any attempt at increasing efficiency and lowering costs. In addition, to accomplish a small goal, one must scale huge mountains of red tape. The bad treatment and lack of trust makes the adage "shit rolls down the hill" an everyday reality in the USC operations. Something must be done internally to justify any increases in pay structure. The USC needs a major structural overhaul from top to bottom.
